Because they are busy talking with other people on the phone or just so stubborn not to answer the phone because they are caught up on something else like being on their devices on duty.

They are keeping the number of people in the store at once to a minimum. They are using facemasks and shields for their employees. They have good safety dividers at the registers and are making sure everyone stays more than six feet apart. It looks like they are doing a great job sanitizing everything regularly.
