Hi Gary. Right now blanks are almost impossible to find. Winchester isn’t making them in either 22 or 32. We sell a lot for track and the schools are going to have to go to electronic starters. You need a Colorado I.D.  preferably a drivers license. The suppressor is a different question.  Check with law enforcement where you have established residence.  Sherrif  is where I would begin.
