You don't need a permit to by a gun just a license with your current address and it all depends on how long it takes for the background check to go through mine was done quick others can take longer

You can purchase a handgun without a permit however don't plan on concealed carrying until you aquire a cc permit.

I bought my Springfield XD-S before I got my permit in the mail and took it home days before i got said permit in the mail. It all comes down to your criminal background check, not permit status.
